아님 처음 시작점부터 이미 계획된 것인지도...

 

 

 

It's the right thing to do and then as you will know, John.
This is where 'national registry' becomes so important because what you have is individual states they may have database but if they're not sure enough with the state nextdoor.
You've got a guy from Illinois driving over in Indiana and you know they're not talking to each other and making sure that not only we're getting this DNA test done state-by-state.

But then nationally everybody's talking to each other. That's how we make sure we continue to tighten the grip around the folks who've perpetrated this crime.

 

 

(역) 당신도 알게되겠지만,이건 마땅히 해야할 옳은 일이에요.

이것이 '전국적 등록'이란 것이 매우 중요해지는 부분이에요. 왜냐면 여기 각각의 개별 주(state)들은 아마 정보축적이 돼 있을지도 모르지만,이웃 주에도 연결돼 있는지는 잘 모르는 거 잖아요.

예를 들어,일리노이주에서 인디아나주로 운전하고 온 사람이 있는데,당신도 알다시피 그 둘이 서로 얘기(=역주:교신 또는 정보 송·수신)하는 거 아니잖아요. 그래서 각각의 주별로 DNA 테스트받게 하는 것 뿐만 아니라, 전국적으로 하게되면 그땐 모든사람들이 상호 이야기(=역주:교신)할 수 있게 되는 거 잖아요.

이렇게 하는 것이 끔찍한 범죄(=역주:테러)를 저지른 사람들에 대한 목줄을 확실히 조이는  방법이라 생각합니다.

           - 미 건강보험개혁법 1001페이지 조항2521 '전국적 의료장치 등록'에 관한 부분-

 

“The Secretary shall establish a national medical device registry (in this subsection referred to as the ‘registry’) to facilitate analysis of postmarket safety and outcomes data on each device that—‘‘(A) is or has been used in or on a patient; and ‘‘(B) is a class III device; or ‘‘(ii) a class II device that is implantable.”

ps. 미국의 건보개혁때 한참 불거졌던 내용인데요,전 그때 위의 조항들을 살펴보면서도 반신반의했었어요.매우 애매모호한 정의기 때문에, 자칫 잘못하면 오해할 수도 있거든요. 근데 위의 비디오처럼 오바마대통령이 직접 얘기하는 것을 들으니 거의 분명해지네요..
