The Iraqi government took delivery Saturday of five Russian-made Sukhoi fighter-bombers, purchased secondhand from Moscow, to strengthen its fight against ISIS’s expanding control of Iraq. The Russians moved fast with substantial military aid to the Nouri al-Maliki government, in contrast to Washington’s dilatory action.
