The transcripts of the JCVI meetings also show that some of the Committee members had extensive ties to pharmaceutical companies and that the JCVI frequently co-operated with vaccine manufacturers on strategies aimed at boosting vaccine uptake. Some of the meetings at which such controversial items were discussed were not intended to be publicly available, as the transcripts were only released later, through the Freedom of Information Act (FOI).

정부 민간전문가 백신합동위 회의록은 이 위원회 구성원이 제약사와 광범위한 연계를 갖고 있음을 보여준다. 그리고 합동위는 백신 제조자와 백신접종을 권장하려는 목적의 전략을 짜려 자주 공동작업을 했음을 보여준다. 이는 아주 논란이 많은 대목인데 합동위는 이런 사실을 국민에게 알리지 않으려는 방안을 협의했다. 왜냐하면 회의록이 아주 훗날에야 정보 자유법 FOI 을 통해 겨우 오픈?기 때문이다.

These particular meetings are denoted in the transcripts as “commercial in confidence”, and reveal a clear and disturbing lack of transparency, as some of the information was removed from the text (i.e., the names of the participants) prior to transcript release under the FOI section at the JCVI website (for example, JCVI CSM/DH (Committee on the Safety of Medicines/Department of Health) Joint Committee on Adverse Reactions Minutes 1986-1992.

특정한 회합은 회의록 자체에 비밀자료 commercial in confidence 로 분류되어있다. 이는 그 비밀성으로 인해서 원자료의 일부 정보가 제거되었다. 특히 참석자 이름이 빠진 것도 있었다. 이들은 정보자유법으로 공개해야 함에도 불구하고 백신회의가 비밀이란 구실을 붙여서 정보가 공개되기 전에 이런 자료조작을 가했다.

In summary, the transcripts of the JCVI/DH meetings from the period from 1983 to 2010 appear to show that:

요약하면 백신 합동위와 보건부 1983년부터 2010년까지 회합의 회의록에 다음과 드러났다.

1) Instead of reacting appropriately by re-examining existing vaccination policies when safety concerns over specific vaccines were identified by their own investigations, the JCVI either a) took no action, b) skewed or selectively removed unfavourable safety data from public reports and c) made intensive efforts to reassure both the public and the authorities in the safety of respective vaccines;

만일 특정한 백신에 대한 안전문제가 그네들의 조사에 의해서 밝혀진다면 기존의 백신정책을 재검토하는 정상 대응방법을 하지말고 대신에 합동위원회는

a) 아무런 조치없이 유보하거나

b) 공식 보고서의 문제가 되는 안전기준 데이터를 좀 변경하거나 일부를 삭제하는 방향으로 간다

c) 국민과 보건관계 기관에 대해서 광법위한 접촉을 통해서 문제된 백신의 안전성은 아무런 문제가 없음을 주지시킨다.

2) Significantly restricted contraindication to vaccination criteria in order to increase vaccination rates despite outstanding and unresolved safety issues;

백신에 대해서 비록 안전문제가 명백하게 부각된다든지 해결이 되지않는다 하더라도 백신접종률을 증가시키기위해 백신접종 기준에 저해가되는 현상은 극력 제한한다.

3) On multiple occasions requested from vaccine manufacturers to make specific amendments to their data sheets, when these were in conflict with JCVI’s official advices on immunisations;

많은 경우에 백신 제조사가 그들의 백신시험 자료를 수정해줄 것을 요청하고 있다. 이는 데이터들이 합동위의 면역접종 권고안에 문제를 일으키는 경우였다.

4) Persistently relied on methodologically dubious studies, while dismissing independent research, to promote vaccine policies;

이들은 방법론적으로 의심스러운 연구결과에 의존했는데 대개 독립 연구자들이 제기한 문제는 무시했으며 백신접종 정책은 권장하는 결과들이었다.

5) Persistently and categorically downplayed safety concerns while over-inflating vaccine benefits;

이들은 백신에 대한 안전성 위험문제를 지속적이고 조직적으로 축소시켰다. 이는 백신의 효능은 과도하게 과장하면서 그런 짓을 벌였다.

6) Promoted and elaborated a plan for introducing new vaccines of questionable efficacy and safety into the routine paediatric schedule, on the assumption that the licenses would eventually be granted;

이들은 효능과 안전성이 의문시되는 새로운 백신을 도입하러고 과장되고 정교한 계획을 소아과학회 일정에 시행했다. 그들의 아예 백신접종 면허가 부여될 것이라고 가정을 하고 움직였다.

7) Actively discouraged research on vaccine safety issues;

백신의 안전성 문제를 위축시키려는 반대 연구를 적극적으로 시행했다.

8) Deliberately took advantage of parents’ trust and lack of relevant knowledge on vaccinations in order to promote a scientifically unsupported immunisation program which could put certain children at risk of severe long-term neurological damage.

이들은 고의적으로 부모의 신뢰를 이용했고 백신이 과학적으로 면역체계에 부합하지않음에도 조장하려고 지식이 부족한 것을 고의적으로 이용했으며, 일부 어린이들에게 심각한 장지적 신경계 손상의 위험을 가했다.
