과연 현대과학은 인공적으로 자연재해를 만들어 낼수있는 힘이 있을까요?

얼마전 러시아에서는, 인공위성에 대형 태양열
반사장치를 장착한뒤 태양의 에너지를 지구의 반대쪽에 반사, '인공태양'의 건설을 시도해 보았으나, 24시간동안 태양열을 쬐인 시베리아의 실험용 동물들이 흥분하여 이리저리 뛰어다니던 괴반응을 일으켜 도중에 중단하게 되었습니다.

과연 인공태양을 건설할수있었던 현대 과학은 허리케인이나 홍수, 지진, 그리고 화산폭발등도 과학의 힘으로 만들어낼수 있는것일까요?

현재 미국과 영국에는 H.A.A.R.P.라 불리우는, 일반인들에게 공개가 안된 괴이한 과학장치가 있습니다.

H.A.A.R.P.란 'High Frequency Active Auroral
Research Program'이라는 '고성능 주파수 오로라 실험기구'의 줄임말입니다.

현재까지 일반인들에게 '전자파로 날씨를 측정할수있는 장치'로 알려져있는 'H.A.A.
R.P.의 실질적인 쓰임새는, 얼마전 미국의 유명 TV에 출현한 옛 H.A.A.R.P. 과학자들의 폭로로 인해 '가공할만한 힘을 가진 정체 불명의 자연재해장치'라는 무서운 정체가 밝혀지게 되었습니다.

그렇다면 그 과학자들이 공개를 하였다는 자연 재해 이론이란 무엇일까요?

H.A.A.R.P.는 마이크로 테슬라 코일(엄청난
전력과 전자를 만들어낼수있는 장치)와 그 전력을 라디오 주파수로 바꾸어줄수있는 전력변환기, 그리고 그 주파를 송신할수있는 안테나로 만들어져있습니다.

1980년대초 처음으로 등장을 하게된 H.A.A.
R.P. 프로젝트는, 과거 레이건 전 대통령이 비밀스럽게 진행했던 Starwars Defence
System의 일부분이었습니다.

일명 '별들의 전쟁'인 SDS 시스템이란, 구 소련이나 중공등이 수십, 수백여개의 핵탄두를 대기에 쏘아올렸을때 이를 자동차단, 또는 요격하는 시스템으로, 현재까지 공개된 SDS의 요격방법으로는 전투형 인공위성에 달려있는 소형 요격미사일의 발사와 미국의 너바다주에 있는 대형 레이저장치에 의한 요격이라고만 알려져왔습니다.

하지만 TV에 출현을 하였던 과학자가 주장한 SDS 시스템의 실질적인 기능은 H.A.A.R.P.라
불리우는 북극 알라스카의 초특급 비밀장치가 비상사태시 소련과 중국의 국경앞에 전자방어막을 형성, 전자를 교란시킨후 대륙간 탄도탄이 이를 쏘아올린 나라에서 폭발을 할수있게 유도하는 장치라는 주장을 하였으며, 이 장치는 오랫동안 지속된 실험에 의해 실효성이 증명되었다는 말을 하였습니다.

하지만 1982년 H.A.A.R.P. 장치를 실험하던 미 해군의 과학자들은 H.A.A.R.P.의 에너지가 인공위성으로 전달된뒤, 인공위성에서 목표물로 전달이 되었을때, 전자교란만이 아닌 자연적인 괴현상이 일어나는것을 알게 되었으며 이는 1983년 실험중이던 알라스카의 앞바다 바다밑에 지진을 일으켜 인근 마을에 해일을 일으키고, 강력한 회오리바람을 생성한뒤 인근에 조업을하던 어선들을 침몰시켰습니다.

그후, 인공 자연재해의 사실을 알게된 미해군은 미국의 우주 항공국에 도움을 요청, H.A.A.R.P.의 전자파 주파수를 우주에 쏘아올렸다고하며 '우주로부터 어떤 반응'을 받게된 우주항공국은 H.A.A.R.P.의 에너지 시스템을 우주밖으로 끌어 올린뒤 소형 블랙홀의 건설작업을 벌이려다, 우주왕복선 첼렌저호가 공중에서 폭발을 하는 바람에 도중에 포기를 하게 되었습니다.

What are the underlying causes of extreme weather instability, which has ravaged every major region of the World in the course of the last few years?

수년사이, 세계 곳곳에선 이상 기후현상과 이상환경변동 현상으로 황패되어졌다. 이같이 기후의 불안전을 유도하는 기본적인 원인은 무엇인가?

Hurricanes and tropical storms have ravaged the Caribbean. Central Asia and the Middle East are afflicted by drought. West Africa is facing the biggest swarm of locusts in more than a decade. Four destructive hurricanes and a tropical rain storm Alex, Ivan, Frances, Charley and Jeanne have occurred in a sequence, within a short period of time.

허 리케인과 열대성 폭풍들은 케리비안해역 나라들을 쑥대밭으로 만들고, 중앙아시아와 중동은 가뭄에 시달려야 했다. 서부아프리카는 메뚜기때들로 인해 수십년간 피해를 되풀이 하고 있다. 열대성 폭풍인 알렉스, 아이반, 프랜시스, 찰리, 진-이들 허리케인도 짧은 시간을 두고 연속적으로 강타했다.

Unprecedented in hurricane history in the Caribbean, the island of Grenada was completely devastated: 37 people died and roughly two-thirds of the island's 100,000 inhabitants have been left homeless; in Haiti, more than two thousand people have died and tens of thousands are homeless. The Dominican Republic, Jamaica, Cuba, the Bahamas and Florida have also been devastated. In the US, the damage in several Southern states including Florida, Alabama, Georgia, Mississippi and the Carolinas is the highest in US history.

이것은 케리비안해역에서 발생되는 허리케인의 역대에는 전례가 없었던 기록이었다. 그리나다섬은 완전히 완전히 황폐화 됬으며, 37명의 사망자와 이 섬전체 주거인수의 2/3의 수인 10만명이 삶의 터전을 잃어 버렸다. 헤이티에는 2천명이 죽고 1만명이 집을 잃었으며, 도미니카공화국, 자메이카, 큐바, 바하마, 그리고 플로리다도 마찬가지로 피해를 입었다.

A study released in July 2003, by the World Meteorological Organization (WMO) places the blame, without further examination, at the feet of global warming:

서기2003년, 세계기상학기구의 발표에 따르면, 여러 부가적 조사가 이루어 지지않은 가운데, 이런 현상의 원인으로 지구온난화현상을 지목하였다.

"These record extreme events [high temperatures, low temperatures and high rainfall amounts and droughts] all go into calculating the monthly and annual averages which, for temperatures, have been gradually increasing over the past 100 years," the WMO said in its statement (CNN, July 3, 2003)

While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

지구온난화현상이 이상기후현상의 주범인것임에는 의심할 여지가 없지만, 이것만이, 현재의 극심하고 이례적인 기후양상의  모든 근원이라 단정할수는 없다.

The significant expansion in America's weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of "weather warfare", namely the manipulation of weather patterns for military use is never mentioned.

이 주목할만한 미국의 기상조종전쟁병기는 미국방성의 최고 우선시 되는 전쟁력개발 프로잭트로서, 이것의 여부는 논쟁이나 토론의 대상이 아니다.  친환경론자들은 부시정부가 보이는 교토협의안에 대한 비협조적인 태도에 책임(이상기후현상)을 묻지만, 군사용을 목적으로 한 기후변조에 대해서는 언급된 적이 없다.
(Kyoto protocol 이란 유엔 국가들중에 지구의 기후변화에 관심을 기우리는 국가들간의 모임에서 만든 하나의 협의 사항으로, 온실가스, 이산화탄소 배출, 유해배기가스 배출등과 공해창출요소와 관련된 규율외에ENMOD와 같이 군사용 목적으로 기상변화를 일으킬수 없는규율을 제시하고 있다. 1976년에 이 규율이 만들어짐.

The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.

미공군에서는  군정보와 시험을 목적으로한 단계까지, 기상조종의 능력을 갖추고 있다. 이 기능은 홍수를 일으키거나 허리케인, 가뭄과 지진을 일으킬수 있는 능력까지 와 있는 단계다.  최근 몇년 동안, 이 연구의 완성을 목적으로 미국방성에 거대한 예산자금이 할당되었다고 한다.

"Weather modification will become a part of domestic and international security and could be done unilaterally... It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog, and storms on earth or to modify space weather, ... and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in US, or degraded capability in an adversary, to achieve global awareness, reach, and power." While there is no firm evidence that the US Air Force weather warfare facilities have been deliberately applied to modify weather patterns, one would expect that if these capabilities are being developed for military use, they would at least be the object of routine testing, much in the same way as the testing of new conventional and strategic weapons systems.

미국공군의 기상전투시설이 이상 기후현상을 유발했다는 직적적인 증거는 없는 가운데, 이런 장비가 개발 됬다면, 모든 무기가 계발됫을때와 마찬가지로, 실제적인 실험도 이루어졋을꺼라는게 대중적인 추측입니다.

Needless to say, the subject matter is a scientific taboo. The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, is never considered as relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

이러한 연구와 계발은 말할필요도 없이 과학분야에서의 금기시되는 사항입니다. 군사력과 정보건안의 한 부분으로서의 실현성은 공공연히 정평이 나있지만, 이같은 사실은 부인되고 있다. 군사분석가들도 이에 대해 하나같이 입을 다물고 있다. 기상전문가들도 조사를 회피하고 있고, 환경전문가들 조차도, 지구온난화 현상과 교토협의안에만 몰두하고 있다.

Ironically, the Pentagon, while recognizing its ability to modify the World's climate for military use, has joined the global warming consensus. In a major study (pdf), the Pentagon has analyzed in detail the implications of various global warming scenarios.

아이러니하게, 국방성은 자체적으로의 기후변조능력의 보유를 인식하고 있음에도 불구하고, 세계적인 지구온난화를 방지하는 총의에 결합했다.  대체적인 자료(http://www.climate.org/PDF/clim_change_scenario.pdf)에서 언급한 바로는, 국박성은 이미, 지구온난화 현상과 관련된 여러 시나리오의 예상결과를 분석했다고 밝혔다.

The Pentagon document constitutes a convenient cover-up. Not a word is mentioned about its main weather warfare program: The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska --jointly managed by the US Air Force and the US Navy.

국방성의 자료들은 모든것을 비밀리에 부치고 있다. 단 한마디도 기상변조전쟁프로그램에대한 자료는 없다.  고코나, 알래스카에 위치난 고주파 방사성 극광파 연구 프로그램도 미공군과 해군이 동시에 관리하고 있다.

Brazil March 2004:
The first-ever hurricane formed in the South Atlantic, striking Brazil with 90 mph winds and causing up to a dozen deaths. "Meteorologists were left scratching their heads in bewilderment as the familiar swirl of clouds, complete with a well-defined eye, appeared in an oceanic basin where none had been spotted before."

브라질 2004년 3월:
남 대서양에서 최초로 허리케인이 생성됨. 시속 90마일이 넘는 속도로, 수십명의 사망자를 냄. 기상연구가들도 한번도 이런 일이 일어나지 않은곳에소 허리케인의 눈이 발견되고 구름이 돌아 모이는 모습을 보고, 황당함을 감추지 못했다고 함.

Japan, China and the Korean Peninsula:
"Japan has suffered its highest number of typhoon strikes on record, and the storms -- which hit at the rate of one a week for much of the summer -- wreaked havoc in Taiwan, China and the Korean Peninsula." (ibid)

일본은 열도네 태풍의 공격의 빈번수가 역대 기록상 가장 많았음. 한국, 대만, 중국등도 피해를 입음.

China (August 2004):
Typhoon Rananim, the worst in 48 years, has killed at least 164 people and injured more than 1800 in China's Zhejiang province. Rananim is confirm!ed by China's meteorological authorities to be the strongest to hit the Chinese mainland since 1956. It is estimated to have disrupted the life of some 13 million people,

중국 2004년 8월
지 난 48년중에 최악인 태풍 롸나님이 제지앙 지역을 강타, 164명의 사망자와 1800명의 사상자를 냄. 중국 기상처 보도에 따르면, 1956년 이후, 중국 본토를 강타한 가장 강력한 태풍으로 기록됨. 1300만명의 삶의 터전이 피해를 입었다고 가정함.

United States May 2003 :
562 tornadoes hit the United States, the highest in recorded history, far exceeding the previous monthly peak of 399 in June 1992. - CNN, July 3, 2003

미국, 2003년 5월:
562개의 토네이도가 미국전역을 강타(중부와 중남부), 최고 기록이였던 1992년해에 399개를 훨씬 능가함. (CNN, 7월 3일자, 2003년도 보도자료)

India, early 2003:
A pre-monsoon heat wave caused peak temperatures of between 45 and 49 degrees Celsius (113 to 120 degrees Fahrenheit), killing more than 1400 people.(Ibid)

인도, 2003년 초:
초계몬순의 뜨거운 열풍으로 인해 최고 온도인 섭씨 45도에서 49도로 인도를 습격, 1400명의 사망자가 발상함.

Sri Lanka, "heavy rainfalls from Tropical Cyclone 01B exacerbated already wet conditions, causing flooding and landslides and more than 300 fatalities." (Ibid)

스리랑카, “강력한 폭우를 동반한 열대성 폭풍 01B가 습지를 강타하는 바람에 풍수와 토사를 일으켜 300명의 사망자를 냄.

Western Europe Summer 2003:
Experienced extremely high Summer temperatures. "Switzerland experienced its hottest June [2003] in at least 250 years while in the south of France average temperatures were between 5 and 7 degrees Celsius (9 to 13 degrees Fahrenheit) warmer than the long term average. England and Wales also experienced their hottest month since 1976." (Ibid)

서부유럽, 2003년 여름:
강 한 폭염으로 달구어진 여름, “스위스는 2003년도해에 250년만에 처음으로 가장 뜨거운 날씨를 기록했음. 남부 프랑스는 섭씨5 도에 서 7도사이를 유지하며 전체기록 평균보다 낮은 온도의 수치를 보였음. 잉글랜드와 왜일스도 또한 1976년 후로 가장 뜨거운 달평균 온도를 체험했음

There are several mainstream explanations on weather and climate change, none of which fully explains, within their respective terms of reference, the highly unusual and erratic weather occurrences, not to mention the human toll and devastation, which have led to the destabilization of entire agricultural and eco-systems. 특 이하고 이상한 기후의 변동지수, 사상자의 수, 지구 전체의 농업환경과 자연환경의 약화-이와 같은 결과의 원인인 이상기후현상과 변화에 대한 대세적인 몇개의 학설이 나와 있지만, 어느것도 이러한 현상의 확고하게 설명할수 있는 학설이나 자료는 없었다.

It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere" (upper layer of the atmosphere):

SDI 란 미국의 전략적 방어 시스템을 구성하는 새로운 무기체제를 말한다. 미공군 연구소의 우주장비 중역회가 이끌어 나가는 HAARP(위 참조)는 강력한 안테나를 이용하여 전리층, 또는 성층권의 상부에 변화를 줄수 있는 기능을 가졋다.

"(HAARP will be used) to induce a small, localized change in ionospheric temperature so that resulting physical reactions can be studied by other instruments located either at or close to the HAARP site". (HAARP website)

이같이 전리층에 작은 규모의 온도변화를 일으켜, 여기서 생성되는 물리적으로 생성되는 변화를 여러 장비를 이용해 측정하고 연구하는 기관이 HAARP 이다.

Nicholas Begich --actively involved in the public campaign against HAARP--describes HAARP as, "A super-powerful, radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. World renowned scientist Dr. Rosalie Bertell depicts HAARP as, "a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." (quoted in Chossudovsky, op cit.)

세계적으로 유명한 과학자인 로셀리 버텔 박사는 HAARP가 하나의 거대한 난방장치와 같으며, 전리층에 중대한 분열을 가져온다고 말한다.  또한, 이것은 전리층에 구멍을 내는것에 그치지 않고 대기의 방어막을 잘라내, 외부로부터의 위험한 방사능이 투과하여, 지구의 표면에 폭격하게 된다고 밝히고 있다.

According to Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton, HAARP constitutes "an irresponsible act of global vandalism." He and others fear a secret second stage where HAARP would "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years." HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (quoted in Chossudovsky, op cit).

HAARP has been operational since the early 1990s. Its system of antennas at Gakona, Alaska, was initially based on a technology patented by Advanced Power Technologies Inc. (APTI), a subsidiary of Atlantic Ritchfield Corporation (ARCO). The first phase of the HAARP Ionospheric Research Instrument (IRI) was completed by APTI. The IRI system of antennas was first installed in 1992 by a subsidiary of British Aerospace Systems (BAES) using the APTI patent. The antennas beam into the outer-atmosphere using a set of wireless high frequency transmitters.

With the purchase of APTI, E-Systems acquired the strategic weather warfare technology and patent rights, including Bernard J. Eastlund's US Patent No: 4,686,605 entitled "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere".

Raytheon through its E-Systems subsidiary now owns the patents used to develop the HAARP weather warfare facility at Gakona Alaska. Raytheon is also involved in other areas of weather research for military use, including the activities of its subsidiary in Antarctica, Raytheon Polar Services.
